Not saying that I'm going to, but I'm interested in knowing how to change the Safe Looping threshold from 5 minutes down to 1 minute. I noticed in Central Admin that the only menu option is to completely disable the feature which is not what I want to do. We have some business-critical workflows that would benefit from a speed bump but we're not willing to give up the risk mitigation the feature provides.

I'm really not sure abouth this as I have never done it myself. But reading the description in central administration it sounds like this is directly connected to the workflow timer job. So i assume you would have to change the interval of the workflow timer job to 1 minute to get this done.
However, I would not do this on a prod server as this influences all workflows in your farm and can decrease performance globally.
