Can I use Call Web Service and query Query BCS using Infopath forms? My goal is to use either of these two actions to populate information into an Infopath form.

Hi Rency,
InfoPath itself is able to perform web service calls (Add a data connection to a Web service - Microsoft Office ).
You can also use the external content type control in InfoPath to add BCS information to the form (Consuming External Content Types(BCS) in InfoPath Forms | Shankar's Musings )
