All items in the graphic display are green but the error is thrown " Error Error updating a list item Access Denied ".
Does the initiator have to have contribute to end the workflow?

Yes, the initiator needs contributor access to end the workflow or run this action as workflow owner.

At the end of your main workflow, start a specific workflow (use WebService StartWorkflowOnListItem with an admin account).
This new workflow can just wait the end of your main workflow then update permissions on your item.
