How do i get the destination user for a particular activity in my start rule for that activity??

The rules on an activity are processed in a specific order. The sequence is Preceding rule, start rule and then the destination rule, which implies that the code within the start rule will not be able to see the destination users for the specific activity instance, since the destination rule's code has not executed yet.
Could you perhaps explain what you are trying to do in the start rule and why this requires you to determine the destination users?
