I have a scheduled list work flow that runs and completes but i get the email notice that it failed to start. I also check the scheduled workflows and it shows it never ran. I checked the Workflow history and there was only 196 items i cleaned it and get the same issue.

I have just found that when the Jobs runs on the schedule we get a System.Runtime.InteropServices.COMException: error in the ULS logs.
Also to note that if we run it manually or on item change it runs with no issues.
