DocuSign have had a lot of success convincing customers around the world to trust using a SaaS solution. If a customer wants to ensure that they retain their documents, they do have the option to download and save documents in an automated manner to anywhere (including locally). They can even chose to purge the copy of those documents from the DocuSign server if they prefer. This can all be managed through account settings.
A special offering has been developed that allows companies to run DocuSign entirely behind a firewall (very high end product, designed for large enterprise customers with strict document retention requirements. Please see the attached document for more information.
This will be very useful within Australian Government Departments who currently have very strict document retention requirements with limited cloud access.
Can the downloading and purging of documents from the DocuSign server be automatically performed for all transactions without the need for manual actioning, and preferably will it be possible to function fully within a Department's firewall?
another question that has arisen, is the cost of the on-premise DocuSign, and if it is completely on-premise and not requiring any internet connection (as the document above seem to suggest that documents are still stored in the Cloud).
Also, the cost of the solution would be good to know.

We use K2C for our eSignatures, they have an on-premise solution that bolts into Nintex that is 21 CFR Part 11 compliant. They are also far less expensive than the quotes that I've received from other companies.
