Can anyone please share an idea of how message could be dropped on worklisk without the user beign in the workflow activity?

So, what you want to do is for someone to get a notification in their worklist in workspace, or where ever, without the item actually being assigned to them in a workflow activity? That is not possible out of the box with K2, as the purpose of the worklist is to provide a place for actioning items.
