The guide talks about incoming mail settings for both a list and library. Unfortunately, there is no incoming mail feature available under lists and is only available under Libraries in SP2013.
All my forms are created from Custom Lists. Has anyone managed to find a work around to enable lazy approval for a custom list?

you don't have to enable a list or library to receive email to make Lazy Approval working.
In the guide, there is a section that talks about enable a library to receive email but it's just to confirm that incoming email "service" is working correctly on your environment, once you have verified it, you have just to enable (if you haven't done yet) lazy approval in Central Administration and in your tasks inside the workflows.
