I am hoping this is a simple fix. I have NWF deployed to a site and it's available on lists and librarys, but when I try to create a site WF the menu under Site Actions will not expand out to the options? The fault same is happening with the right hand user menu where you set delegations, I can see the menu option but it will not expand to show the delegate option. Any ideas?
Try this:
Have a look in Central Admin for SharePoint, under allowed actions for nintex, and ensure the allow delegation is checked.

Do you have any UI-Customizing applied that could maybe cause this issue?

Thanks for the suggestion. It was actually a browser compatibility issue using IE11. I changed the browser version to IE9 emulation and the fault disappeared.
