How to create hyperlinks using images, not text?

I'm currently working on a document management system in SharePoint 2016 on-prem using Nintex Forms & Workflow 2016. Because this will be a multi-language application, I need to use icons in place of text hyperlinks. Ex. "Click here to view item >>" that points to a link icon. I'm not able to determine how to use an image as a hyperlink. This seems like a simple concept, but I can't find anything in the Help documentation. Any ideas would be appreciated.

You need to construct the whole HTML in the workflow to a multiline string and just use that variable in the email. The html will be rendered properly when the user receives the email. Not easy , but it works.
