I have a workflow that has progressed to a stage where it is supposed to break out of a loop by way of changing a boolean workflow variable (which not connected to any field) to True.
For some reason doesn't want to proceed to change the boolean variable value even though the conditions have been fulfilled.
Is there any way I can change this variable using, say, a site workflow so the workflow can resume?

Unfortunately I do not believe there is.
You'll have to kill the workflow and start a new one, or figure out what exactly went wrong.

Ok thanks for affirming this.
To get the workflow to get where I needed it to be I duplicated the existing workflow but disabled the offending action step. Then I killed the existing running workflow and ran the new one. Problem solved.
