upgrade from exchange 2013 to exchange 2019 has broken appointment actions

We have upgraded our exchange and now we have errors in the workflow when sending a calendar appointment. 

Has anyone come across this?

Failed to invoke Microsoft Exchange web service. Error returned from server: The underlying connection was closed: An unexpected error occurred on a send.
