we have a workflow running where it needs to go through a series of approvals. each time a document is approved, it adds up the versions. eg: one person approves and it moves to stage 2, then when final approval takes place, the document is on version 2. is there a way to prevent this?

I haven't tested, but have you tried turning on minor versions, check the file out at the beginning of the workflow, and check it in at the end?
This should only create a single version increase when the file is checked back in.
