Escalation holding up start of activity

I have an activity that has a client event and a goto escalation. 

The purpose of the escalation rule is to expire the activity after 1 month that the activity has started.

I used Escalate After 30 days, and action set to Expire activity.

The result is that the activity is not being started and the history shows that it's waiting on escalation.   It's behaving like a START rule.

What do I need to expire the started activity with client event after 30 days?  (within Studio)

This is very strange.  The way you descibed it should work just fine.  I'd have to recommend opening a formal support ticket so that the support engineers can have a look at your process definition.

I think I know what the issue is, we have a customized Workspace where it removes the destination if it's a specific admin user, so it's actually pending in the worklist.
