"Web Part Maintenance Page" Error

Hello,

I have been recieving the attached error recently.  Its local to only a few people within my organization.  The workflow is a travel workflow requiring 3 levels of approval using people pickers to drive it.  The message reads,

 

"Web Part Maintenance Page:  If you have permission you can use this page to temporarily close Web Parts or remove personal settings.".

 

1) What causes this? 

2) What web parts would want to be removed?

3) What Personal Settings could be modified?

4) Is this error being created by my users?

Hi,
Do those few people have different permissions to everyone else?
If you add them into the same groups as someone that does not have this issue does it work then?
If a user that has the issue logs intop a PC of a user that does not have the issue does it work?
