I am trying to populate a field in my Document Library, which has User / Group type and it could be multi-valued.
I want to populate the field using a repeating section, so when a user submits the form, the values of all rows in repeating section are compiled and populated the multi user/group field.
Could I achieve this using Nintex Form? Or I have to create a multi line of text to store the value of repeating section first, then parse the value and store it in multi user/group field using workflow?

I think you are on the correct track. You can create a variable and parse the value using regular expressions and then update the library.
I am not sure if Nintex Form can convert data from repeating sections into the desired variable for user/group column.

Would you be able to use the people picker control in the form?
I added a column as shown allowing multiple selections:
Then in the form I can add multiple people or groups and they save to my item.
Since this control is connected to my multi person field, it is able to apply the values. This is on a list item, but will work the same on a doc library.
