Is there a way to create user accounts in Azure Active Directory using Nintex Workflow 2013 (perhaps with the Web Request workflow action)? If yes, could you please tell me the details how to achieve it?

Current integration between Azure Active Directory using a connector is a feature available for Nintex for Cloud and for Nintex for Office 365. See below:
