Are you trying to just replicate the excel document in another place? If so, just create a workflow that copies the document from one site to another and you should be done.
You could also use the send to destination in the library. This will then setup copies of the document such that when its updated, it prompts the author to update the copies.
Two options, just depending on what you want to do with the excel spreadsheet.
