Issue
After configuring an If function within a user task or email step, the next time a user tries to edit the workflow, the If function shows that there is an issue.
However, all of the fields contain values and selecting the 'Edit in Rules Designer' option shows the same values. Nothing seems to be missing from the function.
Resolution
This error can safely be ignored as it is a visual bug that does not affect runtime. As long as the If function is correctly configured, emails will be sent and tasks will be correctly assigned. Also, this error will not prevent you from deploying the workflow from the Designer.

This issue will be fixed in a future release of the product. What, if any, version has not been determined at this time.
