Hello!
In every list page, user is able to drag or edit the page from the bar at the top of the page that contain (preview, page, publish, sync, follow and edit)
how can I hide this bar from users?

What exactly is a list page? If you're referring to a new SharePoint page, it would be best to give users read-only permissions so they can edit it.
