The user is requesting to have the workitem deleted permanently after the fact that the workitem is deleted without having Delete Log checked. Is there an external utility to be able to do this based on ProcInstID to clean up associated data properly?
The item is now in Deleted status.

I am not using SmartForm.
This is related to the individual workitem, not a list item within a form.
