AddAttachment - Copy attachment from Document Library to List

I have a list on the root site where items may have attchements. I used Copy To SharePoint action so that the item along with the attachment gets copied to a document library on the child site. When the item is created on the library this starts a workflow that uses Call Web Service that invokes the AddAttachment method. This is then saved in a variable however I don't know how to get this item in the document to a list that is on the same child site.
