I'm looking to copy attachments from a list to four different libraries based on a selection; similar to "Content Organization Rules" on Drop Off Library

This should help get you started(https://vadimtabakman.com/nintex-workflow-for-office-365-copy-attachments-to-document-library.aspx), you would just need to add some logic to choose which folder.
