is there any way to Import/Export sharePoint list definition from one environment to another? Can you include the list definition/schema in the .kspx package?

Package and Deploy will not include any SharePoint artifacts (Sites, Libraries, List etc). You will need to create/move these yourself before you deploy any package that uses SharePoint artifacts as a dependency.
There are a number of commercial tools available that will migrate lists (and content) between environments, but I suggest you look at saving your list as a template, downloading it and then adding it into your target environment. Just Google SharePoint List Templates for details on how to do this.
