I created new custom list, new workflow, just used Assign Task action (not the Start Task Process) - give the User Group Name. and it sent the notification to both users. Now I'm confuse as that did not work before and why Start Task Process Action fail.

I had a similar issue and found it was the SharePoint group visibility to all users that was required.

Microsoft say:

There are a few solutions to this problem.

  1. Allow everybody to see the members of the SharePoint group.
  2. Remove the SharePoint group from the To or CC line of the email.
  3. Explicitly add the users to the To or CC line if the membership visibility cannot be changed for the SharePoint group.

I've had to use what Peter suggests above to solve a similar access issue.

This worked for me. Thanks PJ Mackie Scollick‌.

Sort of makes sense really that the workflow runs under the initiator creds so the initiator would need to see the members of the group. I'd been developing a workflow myself, working no problem, hand it over for testing and they get this error.

Thanks for this. My workflow has been working for a couple of months and then suddenly stopped with this error.. Maybe I was testing as the user in the group and not as another test user... 

Anyway, changing visibility of the SP groups I'm using works!

Why wouldn't wrapping the action in an action set with elevated permissions fix this?
