Universal document acknowledgment on SharePoint

Hello - I am looking for a solution that would allow us to create document acknowledgment tasks for all employees or a portion of the company when needed. We would also like to have an easy way of reporting who acknowledged the document, who rejected it and who is still pending.


Once solution I used before is to get a list of all users from our HR system, convert it to a SharePoint list and then start s workflow on each individual user. That works very well but it is time consuming and requires an IT person to initiate the process.


Can this be replaced with a process where a user uploads a file to SharePoint, selects the applicable AD group and everything else happens automatically? Any other ideas how to approach it?
