The multiline text field has scroll bar. I need to print the responsive form to PDF and show all of the text in that field. Is this possible?

Print to PDF renders the form as a web page and captures that view to print. If the text is not visible at the time of rendering it will not show on the PDF.
Have you considered using Doc Gen via the workflow to create a PDF document copy of the text formatted from the list item?
