We have an approval workflow with five steps, when I submit the workflow starts and a tasks gets assigned to the relevant people but when other users submits the same form the workflow starts and just sit under Started status with below error
Access denied. You do not have permission to perform this action or access this resource.
What permissions does your account have vs the users that are getting the error? You may need to either wrap some of the actions in an 'App Step' action or review their permissions and grant them accordingly.

What permissions have the users that face the issue? Just take a look at this post: https://community.nintex.com/community/build-your-own/nintex-for-office-365/blog/2015/11/10/minimum-permissions-for-nintex-workflow-for-office-365.
Also, be aware that user, who runs/ takes a part in a workflow must have "contribute" permissions for the task list and workflow history list.
