From the symptoms of the problem, I suspect that the issue could be due to 'Workflows can use app permissions' site feature required for Conditional start workflows to run is deactivated on your site. As such, please follow the below instructions to make sure the feature is activated on the site:

  1. Go to Site Settings.

  2. In the Site Actions section, select Manage site features.

  3. Locate the feature called Workflows can use app permissions and then click Activate
