The Office 365 Create List Item action allows you to create items in lists outside of your current site, vs. the out of the box Create List Item which only allows you to create items on lists within the current site.
An additional benefit of using the 'Office 365 Create List Item or Document Set' action is that it will allow a workflow to be triggered on the created item, if the workflow is configured to start on item creation.
