I am not stuck on any one way to do this...but ultimately, I'd like within a smart form to be able to pass in a workflow instance ID and have a return value of what the workflow status us so the end user can tell if the workflow is complete or not.
The end users for this process are not using management console...I'd like this to be in a smart form.
Is there any way to do this?

Never mind. We found it.
The Process Instance SMO under "Workflow Analytics" has what we need for that.
