Is it possible to read the content from text file. File service broker will read the content of the file , but it is in base64 format. I need to decode this data. Is it possible to do it in K2 workflow?

Out of the box, no. There isn't any feature or function you can use to accomplish that. You can either create your own service broker, or make use of the endpoints assembly service broker to do this, then create a SmartObject and use that SmartObject in your workflow.
