Resolution

You can work-around the issue by packaging views, forms, and SmartObjects separately.

Comments

I have found an issue that in certain cases, if your view contains rules with open - and action work list item, the view does not want to package.

The workaround for this was to remove the rule, deploy to PROD and re-anble to rule, however this is not ideal.
