Can you import a site collection UDA to another site collection without needing to reconfigure the UDA action when publishing the workflow

When importing a UDA into a new SiteCollection the GUID changes. Because of this the association with the workflow is lost so it has to be rebuilt.

In order to move UDA's between sitecollection and publish the workflow without any further actions, it must be elevated to Farm level.
