I have a client that ive created forms and workflows in the onprem environment.  They are moving to azure.  Is it possible to migrate their forma and flows onto sp2013 in azure or should they migrate to nwc or nintex for 365?

Just to make it clear, are you asking to move the current SharePoint 2013 on-premise (local) into Azure as a IAAS (Infrastructure as a Service) ? I need to understand the target solution or service you're talking about first.

Keep also in mind that SharePoint 2013 is supported until April 2023 as per the Microsoft article SharePoint Server 2013 - Microsoft Lifecycle | Microsoft Docs.

So you have to at least migrate to a more recent version of SharePoint. and again, yes you can move the SharePoint Farm in Azure even if it include Nintex.

Now, if you are talking to move to SharePoint Online (Data) and use Nintex Workflow Cloud (Forms and Workflows), there's no migration tool yet. Nintex is working on the migration tool. For migrating the data directly from any SharePoint on-premise version to SharePoint online, you can use 3rd party tool such as AvePoint, ShareGate and Quest.
