When using the SQL Request Control, I am able to successfully connect to our database, and execute the query. When in preview mode, the control is failing to populate with any values. I've tried to change the Value and Display fields to different data types, but have the same results.

Try using PROJECT_ID in Value field and Display field.
Yes, The field in your query is PROJECT_ID but in the Value field and Display field you have ProjectID. This column doesn't exist in the results returned in your query.
