This seems pretty simple so we must be missing something in the documentation - is there a way to format a data field in a workflow that is a Date type to only show the date and not the time? Right now our webform formats it as a short date string (as 12/20/2012) but workflow is converting it to 12/20/2012 12:00:00am. We'd like to keep the time portion off

In the process itself for example in the client event email notifications I'll use the Format Date Inline Function so that it only shows the date and not the time. Something along the lines of dd MMM yyyy.
If this is showing up in your web form or InfoPath you can probably just use the form's UI design capabilities to format the date without the time.
