ISSUE
When creating a custom .aspx Web form, the following error might occur:

Declarative workflows cannot automatically start if the triggering action was performed by System Account. Canceling workflow auto-start
ERROR CODE
RESOLUTION
Verify that the workflow is not configured to run with a system account, or is not using the code "SPSecurity.RunWithElevatedPrivileges(delegate()", which effectively impersonates a system account.
ADDITIONAL INFORMATION
Since Service Pack 1 of SharePoint 2007, workflows will not automatically start if the initiator of the event is a system account.
