Answer/Solution:

There is a hidden library that may be causing the problem.  It is located at YourSiteURL/NintexTemplates.    1) Permissions need to be specifically granted to the NintexTemplates library IF you want the user to be able to save templates and snippets. Reading from the NintexTemplates and NintexSnippets libraries, and writing to the snippets library, is done in an elevated context, so the actual user doesn’t need direct access.    2) As above, you will need to grant "Contribute" rights to NintexTemplates if you want the user to be able to save templates.
