Error: Server was unable to process request - HRESULT:0x80131401

Our workflows no longer start and we are unable to publish any workflows. We can save workflows but if we publish them we get  the attached error. The error advises that the "Server was unable to process request. ---> ......HRESULT:0x80131401..." Please see attached screen shot.


We have had numerous calls regarding the issues that this has caused. Please could someone advise on what we can try?
